Ms. Blake (M.A., A.B.) has been a corporate trainer, instructional designer and developer of performance guides since 1983 with her firm, PCmHR, Inc. She was co-owner of Scotty’s Pet Center which served as laboratory to test management theories.
She has been an adjunct faculty member for Shorter College, School of Professional Programs, Marietta, GA, teaching American History and American Government since 2001. Ms. Blake is currently an online adjunct faculty member for Baker College Online, Flint, MI. She teaches a variety of American history courses, as well as English composition courses. |

Sandra Bryan (B.S., M.Ed and Ed.D).Currently is adjunct faculty at Troy University sharing her expertise and experience in Comparative Education courses.
Sandra L. Bryan has forty years experience in educational leadership in curriculum and instruction and as a university professor and international educator. Dr. Bryan has directed international field experiences PK-12 at universities in Virginia and Georgia. She has organized student teaching programs in Guadalajara and Mexico City, Mexico, Costa Rica, Guatemala, Brazil, Peru, Belize and China. Dr. Bryan has accredited PK-12 schools in Latin America for Southern Association Colleges and Schools for fifteen years. She has worked as an educator and evaluator and program coordinator in twenty-four countries.
Dr. Bryan has written numerous published articles, a book, and two Phi Delta Kappa fastbacks. Her publications and conference presentations focus on comparative and international education, cross cultural teaching and learning, improving mathematics achievement for at risk students, aesthetic education and critical thinking and cooperative learning. |

Jarrod Young Burch is currently an Assistant Professor for Business and Legal studies in Atlanta, Georgia. Prior to this appointment, Jarrod served as a legal research associate at the Suwannee based law firm of Stewart & Associates, P.C.
Jarrod has extensive experience in all levels of government and private industry. Jarrod served in the Clarke County Public Defender's office assisting in the representation of indigent clients charged with felonies and misdemeanors, ranging from murder and rape to D.U.I. and drug possession. In 2005, Jarrod served as Aide to Senate Special Judiciary for the Georgia General Assembly. In 1998, Jarrod served as an aide to Georgia Secretary of Labor Michael Thurmond.
A native of Sylvester, Georgia, Jarrod earned a Bachelor’s degree in Political Science from Albany State University in 2000. While at Albany State, Jarrod distinguished himself as a student leader serving as President of the Student Government Association, Editor-in-Chief of The Student Voice (the Official Newspaper of Albany State University), President of the Senior Class, and President of Alpha Kappa Mu national honor society.
In May, 2004, Jarrod earned a Juris Doctor from the University Of Georgia School Of Law where he was the winner of the Georgia Intrastate Moot Court competition. |

Dr. Davis (B.S., M.A., Ed.S., Ph.D) has over 25 years of teaching and leadership experience in public education at the elementary, middle and central office levels. She also has over 7 years of experience as an Adjunct Professor teaching graduate and post graduate courses.
Currently, Dr. Davis is the Associate Superintendent of Human Resources for Gwinnett County Public Schools. Dr. Davis is an accomplished teacher, elementary school principal, middle school principal, central office administrator, adjunct professor, educational consultant and public speaker.
Her vision, expertise and passion for public education have driven notable gains in student achievement, teacher recruitment and retention and leadership development. Her achievements have been featured in the Gwinnett Business Magazine and as the cover story in the Gwinnett Magazine. Dr. Davis is a member of a host of professional organizations and serves on several local and state boards. Dr. Ulrica Jones Denson, Coach/Consultant, is an adjunct professor for over 12 years teaching courses in education, leadership, professional & personal development, and global organizational design for Adult Learners. Co-Founder and Co-Owner of Eventual Success, LLC, a private “coaching” organization specializing in building “one-on-one” relationships within all levels of the organization by providing consulting and training programs to small businesses, for-profit and not-for-profit organizations, and individuals.
Dr. Denson has extensive global experience in youth, community, housing, and economic development. She provides coaching and training in leadership, change management, communication skills, service excellence, personal development, training design, management, and delivery.
Dr. Denson received her doctorate in Education (with a specialization in Adult Education) from the University of Georgia in Athens, Georgia. Her dissertation topic researched adult learning processes. Dr. Flowers has presented a research paper in New Castle, England on "How to Reduce Recidivism Rates in Abnormal Behaviors. “ Dr. Flowers has also written a book entitled The Etiology of Alcoholism.
Dr. Flowers has over 15 years of teaching experience. He is also a Licensed Clinical Social Worker in the State of Georgia. Dr. Flowers is a member of the American Psychological Association. Dr. Flowers brings clinical as well as teaching experience to the class room. Dr. Flowers has directed many social programs.
Dr. Flowers has taught on the secondary school level as well as the collegiate level. He is on the Advisory Counsel of Oakhurst Elementary School. Dr. Flowers has a proven history of dedication that involves education and improving the lives of those that he encounters. Dr. Flowers is an effective educator as well as communicator. Dr. Glenn Palmer is an Adjunct professor at Troy University, Covington, Georgia, where he teaches several graduate level courses in Education. Dr. Palmer was formerly a manager of training and organizational development with MCI Telecommunication, and a Business Education and Special Education teacher with the New York City Board of Education.
Glenn received his B.A. degree in Politics and Business from The City University of New York, Baruch College in 1986, an M.S. degree in educational administration from The City University of New York, Baruch College in 1988, and his Doctorate in Education, Ed.D. degree in Adult Education, with a focus on Organizational Development, from the University of Georgia in 2001.
His main research interests have been adult education, organizational development, career development, and diversity and multiculturalism. He has presented his work at various professional conferences including: The American Association of Research Conference, The American Association for Adult and Continuing Education, and The International Federation of Training and Development Organization, Dublin, Ireland.

Dr. Popper (B.A.; M.Ed.; Ph.D.) holds degrees in Psychology and Educational Administration and Supervision. She has had K-12 public school experience as both a teacher and as an administrator and has served as the Academic Dean and tenured Associate Professor of Teacher Education in post-secondary educational institutions. At Mercer University she directed the post-baccalaureate teacher certification program and was named Faculty Member of the Year by the Mercer faculty and students.
As a consultant, Dr. Popper has completed projects for the U.S. Department of Education, Washington State University, and numerous school systems in Georgia. She has presented at regional, national, and international conferences in the area of innovative teacher certification programs, NCATE, and GaPSC program approval and has published in the areas of policy and program-wide evaluation. She has been a reviewer for educational journals and has also been a contributing textbook author.
Dr. Popper is the founding president of the Georgia Association of Independent Colleges of Teacher Education and is a member of national honorary and scholarly educational organizations. She has received research grants from the Andrew Mellon Foundation and Council of Chief State Schools Officers and is listed in Who’s Who in American Education and Who’s Who of American Women. She has served on a wide variety of community service boards, as chairman for the Regional Library System and as sustaining advisor for the Junior League.

She is currently working at Tara Materials in Lawrenceville, Georgia, where she worked her way up to her present job of IT Manager/ Production Manager. Job duties include of constructing how IT can improve production not only by capturing inventory usage but also producing smart, i.e., making what we need, in the quantity we need, at the time we need it.
While at Tara she returned to school and completed my Bachelors degree in Business with majors in Accounting and Management. Presently I am working on my PhD in Applied Management and Decision Sciences. She intends to write a dissertation on leadership. |

Dr. Rosser-Mims currerntly serves as an Assistant Professor and program coodinator to the Master of Science in Post Secondary Education degree program at the Troy University Campus located in Covington, Georgia. She teaches graduate level coursework in the following areas: Adult Education, Higher Education, and Post Secondary Education. Her research interests include women’s leadership development, adult learning, and higher education administration.
Prior to joining Troy University, Dr. Rosser-Mims held a faculty position at the University of Georgia’s Fanning Institute, formerly known as the Fanning Leadership Center. Her eight year tenure at the University of Georgia was spent working on projects targeting first and second tier counties suffering from economic, educational, and social disparities by providing leadership training and facilitation services. Her particular areas of expertise include team-building, group dynamics, board development, strategic planning, leadership assessments, and experiential learning. She has and continues to work with a range of audiences including adult and youth community groups, advocacy groups, local government officials, and academic associations.
Dr. Rosser-Mims holds a bachelor’s of arts degree in psychology and sociology, and a bachelor’s of science degree in mathematics from Piedmont College in Demorest, Georgia. She also holds a master’s degree in public administration and a Ph.D. in adult education from The University of Georgia.
Dr. Rosser-Mims is a board member of Hands on Newton, a former board member of the Jeannette Rankin Foundation, a former state board member of Georgia’s American Association of University Women and the Girl Scouts of Northeast Georgia. |

Dan Ruff began the higher education administration program for TROY in the Southeast Region and has been teaching all the courses in the program, including several years for the Covington University Campus.
He holds masters degrees in political science and public administration, and a Ph.D. in higher education administration. His experience includes 20 years in higher education administration and teaching, with specialties in grants management, grants procurement, institutional planning and research, assessment, and academic project development.
He has made numerous research presentations at national, regional and state conferences in political science and higher education, including several articles in scholarly publications. Both of his daughters have followed in his footsteps as educators. He enjoys working with TROY's students and helping develop the next generation of educational leaders. |

Shakirat Bola Tilghman (B.S., M.S., Ph.D.) Dr. Tilghman combines the above referenced academics with diversified technology experiences with several major corporations such as First Union Bank, Electronics Data Systems, and Xerox. She worked at different levels in the corporations, such as a System Engineer Team Leader at Electronic Data System, where she developed and implemented software, assigned projects, coordinated group projects, and allocated resources. Also with the above referenced academics, Dr. Tilghman taught at several higher education institutions, such as Livingstone College (chair-person), DeVry Institute of Technology, Morris Brown College, Clark Atlanta University, Spelman College, Dekalb Technical College, and Atlanta Technical College in the areas of technology and education.
Dr. Tilghman is a full-time Associate Professor of Instructional Technology and teaches in undergraduate and graduate programs in education. She serves on the Board of Managers of YMCA and the Children Restoration Network. Dr. Tilghman’s research interests are in higher education technology integration and K-12 historical technology equity. |

Dr. Toner (M.S., M.A., C.A.S., Psy.D.) holds advanced degrees in Education, Psychology, and Educational Administration from the University of the State of New York, and a Doctorate in Clinical Psychology from Antioch/New England Graduate School. She has been a teacher and a supervising teacher, Chief School Psychologist and Director of Special Education Services at several district schools in upstate New York. She was also an Impartial Hearing Officer for the New York State Department of Education and was appointed by Governor Cuomo to serve on the New York State contingent to the National Year of the Handicapped.
After retiring from public school educational pursuits, Dr. Toner opened a private practice in Burlington, Vermont as a licensed clinical psychologist. She remained a member of a therapeutic group until moving to Georgia in 1992. In Georgia, she remained active as a consulting psychologist and continued with a limited private practice. She currently is an adjunct instructor at Troy University in psychology and counseling areas. |

Dr. Troutman combines academics with diverse experience including prior work with the Army Family Support Division and her current work in the Clayton County Public School System. She utilizes these skills to assist in the implementation of educational programs focused on academic achievement.
Dr. Troutman is certified through the State of Georgia in the areas of- Educational Leadership, Instructional Supervision, Teacher Support Specialist, English 7-12, and Middle Grades Language Arts. She currently teaches in the school system and works as a mentor for new teachers and those enrolled in the Teacher Alternative Preparation Program (TAPP). Her primary research interests are teacher development, support, and retention. |

He has a history of teaching in traditional, online and hybrid (online and face-to-face) formats to undergraduate and graduate students. Presently he’s teaching at two other universities in hybrid and online formats. Dr. Williams’ research interest is in the area of assessment of student learning practices.
Dr. Williams has more than 13 years of higher education experience in both teaching and administration capacities. His current research explores the opinions of practicing teachers in a teacher-development program regarding their opinions of the most effective assessment practices for measuring student achievement in K–12 age groups. |

Dr. Charles E. Wilson (B.A., M.B.A., Ed.D.) was a part of the Naval Service for 20 years. During Dr. Wilson’s 20-year Naval career he worked within the field of Nuclear Propulsion, Cryogenics, Marine engineering, and as an instructor for 7 years. He was awarded the Secretary of Navy Fellowship, obtaining his Dr. of Education degree from Boston University.
Dr. Wilson spent 18 years in Civil Service, as advisor to the President of Armed Forces Staff College, Academic Dean, Naval War College, Director of Training, 7th Army Training Command, Academic Director, National Science Center, Received 2nd highest Civil Service Award, retiring as a Senior Education Specialist. Dr. Wilson taught as an Adjunct Professor with Brenau College for five years; and has been an Assistant Professor with Troy University since 2002, and is a member of Troy University’s fulltime faculty. Dr. Wilson holds a California Lifetime Teaching Certificate, and Georgia T4 Teaching Credentials. |
